Google Settles case in France

GOOGLE has promised to overhaul its rules and procedures for blocking certain advertisers from buying “sponsored links” on its search engine, as part of a settlement announced Thursday.

Under the deal with the French Competition Authority, Google agreed to adopt conditions, including a three-month notification period, when it rejected some ads from appearing next to its search results in France.

The specific conditions apply only in France, and concern only ads for tools aimed at helping drivers avoid speeding tickets. The settlement stems from a complaint by a company called Navx, which provides online maps pinpointing the location of radar and camera systems the authorities use to crack down on speeding on French roads.

The complaint by Navx stems from a decision by Google last November, when it blocked the company from buying search ads, arguing that radar detectors were illegal in France. In June, the French Competition Authority ordered Google to restore Navx as a customer on an interim basis as it investigated.

Under the settlement, Google also agreed to apply “the principle of improvements and clarifications made in implementing these commitments” in every country in which it operates AdWords, its keyword advertising system.

“This is a monumental event, because the French Competition Authority got Google to modify its contractual rules on a worldwide basis,” said Ron Soffer, a lawyer for Navx. “So if you are in the shoe business in California and Google suddenly decides it doesn’t like shoes, this settlement will affect you.”

The settlement upholds Navx’s right to buy search ads, saying the company operates within the law, even though radar detectors remain outlawed.

Google, meanwhile, expressed relief that the French Competition Authority had made “no finding of dominance or monopoly abuse” in its investigation. In June, the authority had declared that Google had a “dominant position,” with about 90 percent of the online search business in France.

The authority “has recognized Google’s right to set clear content policies that guarantee ads are appropriate,” Google said in a statement.

Google’s search engine, and AdWords, the company’s biggest revenue generator, have come under increased scrutiny from competition authorities across Europe in recent months. Investigations are under way in Germany, Italy and other countries, and at the European Commission in Brussels.

The French Competition Authority is continuing a separate, broader investigation of the online advertising market in France, with conclusions expected by the end of the year.

Meanwhile, Navx has sued Google in a commercial court, seeking 7 million euros ($9.7 million) for damages to its business that it contends it suffered while it was blocked from advertising on Google.

Google TV products available from this weekend

Google TV will finally be available this Saturday, Sony says. The electronics giant just unveiled its line of Google TV products, including televisions and Blu-ray players, at a press conference in New York.

Each of the devices includes Google software designed to bring the complete Internet experience to TV sets. They’ll be on sale in Sony Style stores and at sonystyle.com on Oct. 16 and at Best Buy “shortly after,” Sony says.

Other upcoming Google TV products include a $299 set-top box from Logitech, which will be available at the end of the month.

Sony’s Blu-ray player is a pricey $399. Its line of four Google TVs have a wider price range than analysts had expected, starting at $599 for a 24-inch LCD and going all the way up to $1,399 for a 46-inch LCD TV.

All of the Sony devices use Google’s Android operating system. You will be able to download Android apps — currently designed for Google phones and tablets — starting early next year. Perhaps developers will come up with some new TV-specific apps?

Skype Connect for Businesses launched

Skype has launched Skype Connect 1.0 that enables IP-enabled private branch exchange (PBX) or Unified Communications (UC) systems to connect to Skype.

Businesses can use Skype Connect to make outbound calls from their desktop phones to landlines and mobiles worldwide and billed at Skype’s standard per minute calling rates, and receive inbound calls from Skype connected users by placing click & call buttons on their sites, and receive calls from landlines or mobiles in the corporate PBX with Skype’s online numbers that have been purchased separately. Users can also manage Skype calls using existing PBX or UC systems’ features like call routing, automatic call distribution, conferencing, auto-attendant, voicemail, call recording, and logging.

“Since its inception, Skype has been used by many businesses wanting to reduce communications costs,” says David Gurlé, VP and general manager of Skype for Business. “In fact, based on internal research, in the first quarter of 2010, approximately 37% of Skype users reported that they use Skype for some business or business-related purposes.”

Facebook sees spike Advertiser Spending

Advertisers have begun to spend more money on Facebook ads. COO Sheryl Sandberg indicated in an interview that some large organizations have increased their spending ten- or twentyfold in the last year.

Sandberg told just how much things have changed in the past 24 or so months.  “Two years ago the big brands were experimenting with us,” she said.  “They started buying with us a year ago.  Now, they’re going big.”

That’s obviously good news for the social network.  Plus, considering that the economy is still less than stable, the improvement’s even more impressive than it would have been under other circumstances, and may speak to bigger gains in the future.

Anyway, Facebook doesn’t intend to let all that cash collect dust.  Vaughan Smith, its director of business and corporate development, said, “As we get bigger and our platform gets more stable, I fully expect that we will be doing more significant acquisitions.  This is working for us, and it’s working for the people that we’re acquiring.”

Unfortunately, Smith didn’t name any acquisition targets, and Sandberg didn’t say exactly which advertisers have started to cut Facebook huge checks.

Still, it looks like a whole lot more money will be making its way through the social network, and that should make Facebook much more attractive to investors if and when it finally makes an initial public offering
